Legolas. Not only does he have ranged attacks, he also is great in melee. He's got vastly more combat experience against much tougher foes, against much longer odds. Will Turner is just a whiny Emo bitch.

Ranged Weapon fighting Totally Trumps Melee, besides, Legolas is an elf totally get an +agi bonus to sneak rolls, and will is a human so he usually will end up flat footed, causing Legolas to get a Suprise round and with rapid firing feat that mean it doesn't even take a half action step to nock his arrow... fight is over first round... double crit... (DnD Nerds UNITE!!!)

Sure, Will is a blacksmith that can make a mean sword, but you have to be really close to someone to stab them. Legolas would could win without Will even knowing there's a fight going on.
